Michael L. Kaplan is a political activist and graduate student in New York City. He is writing about redistricting and reapportionment as part of his master's thesis at the New School for Social Research, and has studied the issue for the New York State Senate. Kaplan attended oral arguments on the consolidated Texas cases at the US Supreme Court.
