NY Times Admonishes the Census Bureau
Yesterday the New York Times ran editorial titled "Counting Noses in Prison"
which criticized both the Census Bureau's policy of counting inmates as residents of the counties in which they are incarcerated and its reluctance to change that policy despite its obvious undemocratic effects on our society.
